Specifications include, but are not limited to: The City of New Haven, along with the State of Connecticut, is facing a housing crisis and an increased number of community members who are experiencing homelessness. In May 2023, over five hundred people were on the By Name List (BNL) seeking housing assistance, including emergency housing. As funding becomes available, the City of New Haven is seeking agencies that are qualified to operate emergency housing services. Applicants can submit applications for the following categories. Applicants applying for more than one category need to submit separate applications: Category A: Operation of Emergency Housing Intervention at a City-owned facility. All emergency interventions will include: a. Site management, including 24/7 staffing and property management. b. Capacity to host clients during the daytime. c. Housing navigation services that focus on housing placement as well as connection to public benefit programs, health, mental health, and drug treatment services, and job training or employment opportunities. d. Plans to integrate with the Coordinated Access Network (CAN). e. Procurement of goods and services related to shelter operation. If the applicant wishes to operate emergency housing intervention at a city-owned facility, then applicants can choose to submit a high-level proposal for one, or both, of the following items: 1. Congregate shelter. Building characteristics include: a. One floor. Bathroom with showers. b. Capacity to host up to fifty individuals. 2. Non-congregate shelter. In addition to the interventions described above, the applicant must also be able to accommodate couples. Building characteristics include: a. Two floors. Fifty-six units. Each unit has its own bathroom. b. Capacity to host up to 112 individuals. c. Commercial laundry on site. d. Applicant must specify whether families or individuals will be served at this location. Category B: Facility owned or leased by the applicant. Applicants must identify the property by address and provide information on whether the property has been approved for emergency housing by city zoning. All emergency interventions will include: a. Site management, including 24/7 staffing and property management. b. Capacity to host clients during the daytime. c. Housing navigation services that focus on housing placement as well as connection to public benefit programs, health, mental health, and drug treatment services, and job training or employment opportunities. d. Storage for client possessions. e. Ability to accommodate clients with pets, including pet relief area(s). f. Procurement of goods and services related to shelter operation. g. Applicant must specify whether families or individuals will be served at this location.
