Specifications include, but are not limited to: INSU is seeking proposals from qualified offeror to prepare a submission to CMS for a new EHB package of benefits for the ABP. This will modernize Alaska’s benefits for the individual and small group markets and remove discretionary benefits that are in our current benchmark plan. The selected offeror shall (1) evaluate potential benefit changes including pricing the various benchmark options and benefits, (2) provide an actuarial report and certification for the State to submit to CMS for proposed EHB changes, and (3) provide support for follow-up questions CMS may ask. Using previous research undertaken by the Division, Contractor shall evaluate potential benefit changes. Contractor shall price various benchmark options and benefits that the state may consider adding to the benchmark. Contractor shall prepare a comprehensive report including actuarial report and certification for submission to CMS. Following submission of the report the Contractor shall provide any required support for follow up questions from CMS. Contractor shall provide support and guidance for redraft of the benchmark plan documents to remove discriminatory language, eliminate current plan branding
