Specifications include, but are not limited to: Utah Transit Authority (UTA), like all transit agencies around the country, suffered a loss in ridership due to the COVID-19 global pandemic. Nonetheless, it was clear that even with a drastic reduction in service, plenty of customers in UTA’s service area still needed to ride and did so. UTA has been using ridership and load data gathered throughout 2020-2022 to inform decisions on what service(s) to restore. The deliverable of this study will be used to create a strategy that goes beyond boardings and loads and shall shed light on the location(s) of passengers that rely upon and use public transit the most frequently. This project shall create an on-going measurement tool to address service restoration in the near term; in addition, ongoing route planning in an equitable way.
