Specifications include, but are not limited to: 1. Provide a single comprehensive Open Space and Trails Management Plan: a. Perform an Open Space and Trails needs assessment, evaluating current state of the County’s Open Space and Trails system, and identifying opportunities for additional trails, closure of trails, missing trail types based on user as well as suggestions for additions or reductions to open space or suggestions for types of open space. b. Update mapping through ground verification of trails from the County ESRI GIS platform. c. Review and update maintenance standards for single and multi-use trails that include walkers, hikers, equestrians, mountain bikers, mobility assisted users and others. d. Survey and provide guidance for preservation of environmentally sensitive areas, sensitive wildlife areas and cultural sites using best practices. e. Provide an inventory of and recommendations for site restoration of sites that exhibit adverse environmental impacts, including but not limited to sites which have erosion, improper use or improper access. f. Look at connectors and recommend management actions for connection to the Los Alamos County Bicycle Transportation Plan, United States Forest Service, Bandelier National Monument, Valles Caldera National Park, Department of Energy, nearby Pueblos, and surrounding communities for non-motorized travel. 2. Provide solutions to minimize user conflicts through best practices. 3. Recommend additional amenities to support skill development or nature viewing for open space and trails user enjoyment while balancing the preservation of the natural areas. 4. Identify signage location requirements of trails.
