Specifications include, but are not limited to: 1. Organize, promote, plan, prepare and execute hunting, fishing or shooting camps, at the discretion of the department, for the citizens of New Mexico to recruit, retain and reactivate hunters, anglers and shooters in the state. These will be mostly overnight camps with the occasional day camp. 2. Specific camps (type, location and dates) will be planned by the department and assigned to the contractor(s) based on their bid types and knowledge/certification of the camp being held. Camps will be assigned to the contractor(s) as they become available. We do encourage the contractor(s) that have ideas for camps or connections for camp locations to work with the shooting program coordinator to explore possibilities. The decision to host a new camp will be at the sole discretion of the department and the needs of the public. 3. Recruit participants of varying ages and demographics as deemed appropriate by the department for each camp. Requests by contractor(s) for specific age groups or demographics for a camp will be evaluated and approved or denied on an individual basis. Participants under 18 must be accompanied by a parent or guardian, or another adult with a signed parental waiver. Participants under 18 in a hunting camp must possess a valid, department-approved Hunter’s Education Certificate. Particpants under 18 with a department-valid Mentored Youth program number can attend small game, javelina, turkey or deer camps with a mentor that also has a Mentor or Hunter Education number. The contractor(s) and staff must create an environment that ensures a safe, welcoming, positive camp experience. 4. The contractor(s), or their representative, must be present during all hours that participants are on-site. 5. Contractor(s) and all staff taking students on a hunt or teaching shooting skills must have completed and passed a department-approved Basic Hunter Education Class. An online hunter education class certified by the department is acceptable.
