Specifications include, but are not limited to: The Site (parcel 2-25-28-0) is currently used as a public parking lot for nearby businesses. The Site consists of an irregularly-shaped parcel totaling 4.97 acres of land. The Site is not improved with any buildings. The vast majority of the Site exist as paved parking areas and driveways. A small amount of land is dedicated to landscaping and vegetation. The site was historically developed with manufacturing, commercial, and residential land use. Historic mapping revealed the Site formerly consisted of multiple individual parcels of land developed for various mixed-use purposes including residential, commercial and industrial. Most notably, two hat manufacturers (thru the late 1890s), a shirt manufacturer, a brass foundry, an underwear company, a box company and a blacksmith shop with a garage formerly occupied the Site. Contaminants of concern include mercury, lead, arsenic, chromium, cadmium, petroleum hydrocarbons, and volatile organic compounds (VOCs) including chlorinated solvents such as tetrachloroethylene (PCE), trichloroethylene (TCE) and polyaromatic hydrocarbons (PAHs). Based upon the results of a previous Phase II assessment, the site is not suitable for reuse without cleanup. The preferred brownfield cleanup plan entails soil excavation as required for mixed-use residential development, off-site disposal of contaminated soil, and capping. Proposals should include consideration of project phasing to ensure that adequate parking remains available throughout the remediation. NRDA currently seeks proposals from firms so it may select a Qualified Environmental Professional (QEP) or Licensed Environmental Professional (LEP), which will work with staff from NRDA, the EPA, DECD, the Connecticut Department of Energy and Environmental Protection (DEEP), other stakeholders, and the Norwalk community in overseeing this cleanup project and managing this grant.
