Specifications include, but are not limited to: 1. Subcontract with YDP agencies statewide and provide programmatic and fiscal oversight, including: a. Compliance Monitoring: Site visits (minimally annual, more if indicated by program performance), file reviews, evaluations, and corrective action as directed by FSD. b. Data Collection and Reporting: Monthly and annual regional and statewide data collection and reporting as defined by FSD. c. Training: Support local providers with accessing training resources as identified by the Contractor, FSD, and/or subcontractors. 2. Be responsible for supporting consistent and high-quality services in each local FSD district, reporting on a regional and statewide basis, and providing training for regional subcontractors as outlined in this agreement. 3. Oversee the delivery of statewide training and technical assistance to YDP agencies in order to support and enhance youth development and independent living services for Vermont youth ages 14 to 23, as identified in Section B above. Training and technical assistance will emphasize accessing housing, jobs, education, and the development of strong ties with natural support networks, including families, local community organizations, and other significant adults. 4. Provide recruitment, training, and technical support for statewide and regional youth advocacy and governance activities, including oversight of monthly Youth Advisory Board meetings. 5. Hire and train staff with experience working with the target population identified in Section B above. 6. Ensure staff working under this Contract complete Vermont’s mandated reporter training. 7. Have adequate administrative capacity to fulfill State and Federal requirements. 8. Have the capacity to document and maintain individual case records in accordance with State and Federal requirements. 9. Gather data to routinely assess and report on the effectiveness of services and identify trends and youth outcomes. 10. Ensure all data transfers occur only through secure and encrypted methods. Globalscape is the State’s approved tool for transferring files via secure file transport. The user interface is web-based, with a secure login and password. Access Control is managed via individual folders utilizing rolebased permissions. Users can put files, get files, or both, depending on the access granted. As such, the State shall provide the electronic data files to the Contractor through the State’s Globalscape software; the State shall supply the Contractor with a username for this software. Any and all data files downloaded by the Contractor from Globalscape shall be stored by the Contractor in a folder with restricted access on a secure partition on the project’s network directory. 11. Ensure the Contractor’s PCs, workstation, and server storage devices that contain State data files shall be sanitized using industry-approved destructive methods for destroying any data on the devices as outlined in Attachment D.
