Specifications include, but are not limited to: 3.1 Contract Items and Mandatory Requirements: Vendor shall provide Agency with the Contract Items listed below on an open-end and continuing basis. Contract Items must meet or exceed the mandatory requirements as shown below. 3.1.1 Provide all equipment, transportation, labor, materials, and supplies for the mowing and brush cutting of all vegetation from the landfill cap area including roadways and diversion ditches as identified in Attachment A. 3.1.1.1 Mow inside the leachate storage tank area. 3.1.1.2 Mow and cut brush on all roadways (starting at the main entry gate) at least ten (10) feet in both directions or as far as possible from the center of the road. 3.1.1.3 Remove any overhanging vegetation such as limbs, branches, trees, etc. within twelve (12) vertical feet of roadways. 3.1.1.4 Remove any trees or brush located within, or along, the diversion ditches surrounding the cap area. 3.1.1.5 Mow a fifteen (15) foot radius around all monitoring wells. 3.1.1.6 Mow both sides of all fencing. 3.1.1.7 Mow all leachate transmission lines. 3.1.1.8 Vendor must abide by OSHA safety and permitting requirements. https://www.osha.gov/pls/oshaweb/owasrch.search_form?p_doc_ type=STANDARDS&p_toc_level=1&p_keyvalue=1910 3.1.1.9 The grass shall be mowed to the lowest height possible without causing any damage to the mowing equipment or ground surface. 3.1.1.10 Any brush or trees removed shall be properly disposed of at the contractor’s expense. 3.1.1.11 Any garbage on or around the area shall be picked up and disposed of properly. 3.1.1.12 All fencing, gates, and gas vents will be inspected, and the project manager notified of any damages so that repairs can be made in a timely manner. 3.1.1.13 Terrain may be rough and/or steep. The Vendors shall be responsible for any damages to property, at their own cost, including but not limited to, cleanouts, lines, fences, buildings, utilities, wells, gas vents, roads, etc. 3.1.1.14 Mowing shall be performed at least once per year per site or as instructed by the WVDEP. 3.1.2 Provide all equipment, transportation, labor, materials, and supplies for the application of an EPA approved herbicide to all areas where vehicles regularly travel including roadways, paths, turning areas, and parking areas and around cleanouts and risers as identified in Attachment A. 3.1.2.1 Herbicide shall be applied at least ten (10) feet from the described areas in all directions, or as far as possible, while also abiding by the manufacturer’s instructions for use. 3.1.2.2 Herbicide shall be applied to all areas inside the tank enclosures. 3.1.2.3 Herbicide shall be applied at the manufacturer’s suggested rates. 3.1.2.4 Herbicide shall be applied following the manufacturer’s instructions for use. 3.1.2.5 Road spraying shall be performed at least once per year per site or as instructed by the WVDEP. 3.1.2.6 Spray approximately 25 square feet around all cleanouts and risers.
