Specifications include, but are not limited to: The State of Oregon, acting by and through the Department of Fish and Wildlife, (“Agency”), is seeking a Contractor (hereafter “Contractor” or “Offerer”), to provide a helicopter, experienced pilot, fuel truck and driver to fly three (2) Agency observers to conduct sightability surveys of mountain goat to help estimate populations in Wallowa County. ODFW anticipates using up to 32 flight hours to complete the required surveys. Helicopter survey work will increase efficiency and accuracy in data collection on mountain goats by the Agency in order to evaluate population health and sustainability. The contractor will conduct mountain goat survey flights along pre-defined contours in high density areas. Each surveys flight will be completed twice on two separate days to help develop a sightability correction. ODFW has authorization to conduct wildlife management activities under ORS. 496.012 with related tag issuance under ORS. 496.146(4).
