Specifications include, but are not limited to: 1. Administer programs to this COFA population or other ESL/minority groups. 2. Process and disburse grants to eligible COFA households. The City anticipates an estimated 102 to 166 eligible households may need assistance under this program. 3. Provide both an online portal and hardcopy application process for eligible applicants to submit applications. 4. Conduct in-person and online outreach to COFA citizens to attract applicants, through culturally and linguistically proficient communitybased navigators. 5. Ensure that CSLFRF funds shall not be used for a project that conflicts with or contravenes the purpose of the American Rescue Plan Act e.g., uses of funds that undermine COVID-19 mitigation practices in line with Centers for Disease Control and Prevention (“CDC”) guidance and recommendations) and may not be used in violation of the Award Terms and Conditions or conflict of interest requirements under the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), 2 C.F.R. Part 200, set forth in Appendix G: Federal Provisions. 6. The CONTRACTOR and all sub-contractors are responsible for compliance with all Federal, State, and CITY requirements relating to equal opportunity and affirmative marketing, as applicable. 7. The CONTRACTOR and all subcontractors shall not discriminate against any employee, applicant for employment, or Program applicants based on race, color, national origin, religion, sex, sexual orientation, familial status, or disability.
