Specifications include, but are not limited to: a. Assist the Town Assessor in making the complete reappraisal and revaluation of all real property within the corporate limits of Bloomfield CT effective as of October I, 2024 (see Attachment A for a breakdown of accounts). b. The Revaluation Project will cover and include all real property in Bloomfield including the following categories: 1. All taxable real estate, land, buildings, and improvements. 2. All tax-exempt real estate, land, buildings, and improvements. c. The Contractor shall use the town of Bloomfield’s existing CAMA system, Vision Government Solutions, Inc. (VGSI), formerly known as Vision Appraisal Technology, version 8.2.14. The town will provide access, either remotely or on site, to the CAMA system by using two dedicated licensed seats provided for in the town’s contract with VGSI. d. Sales Analysis: Prior to the commencement of the valuation phase, the Contractor is to perform an assessment sales study by class of property. The purpose is to establish the average ratio of current assessments to current sales prices. The Contractor will use sales from the year 2023 to the commencement of this study. e. Upon completion of the valuation phase and prior to the mailing of increase notices, the Contractor shall perform a second assessment sales study by class and neighborhood. The purpose is to substantiate the accuracy of the proposed assessments and values. The analysis shall include, at a minimum, assessment sales ratio by class, coefficient of variance and dispersion, or any other report which may be requested by the Assessor. The Contractor will use sales from the year 2023 and 2024 to the commencement of this study.
