Specifications include, but are not limited to: • Population and demographic review and projections through the next 5, 10, and 15 years. o Including household characteristics, composition, and economic indicators including income by household type. o Percentage of household income spent on housing costs per income band. o Average number of jobs held in each household and/or by adults. • Housing Stock Characteristics o Housing stock by age, type, value, and tenure; including a data set whereby staff can review by address and neighborhood. o Vacancy for rental-occupied and owner-occupied units o Units built, permitted and in development for market rate, affordable, and special needs units. o Comparisons to similar sized cities in the Midwest. • Trends Impacting Housing Need and Demand o Population trends in the state, region and city anticipated over time. o How population changes will influence demand for housing type, cost, location, and amenities. o Economic Impacts, broadband, transportation, and access to work and services as it relates to housing demand. • Housing Needs Indicator o Determine housing gaps or unmet needs in the housing market including land trusts, cooperative housing, condos, and other non-traditional housing. o Analysis of existing housing stock, including an estimate of sub-standard dwelling units in need of rehabilitation/replacement. Narrative is expected on how suspected sub-standard units were identified, as well as drive-by inspections of at least 15 sub-standard units. o Identify underlying themes contributing to housing affordability. o Evaluate what percentage of housing is for seniors vs. adults with children vs. single adults and identify needs for each population for the future. o Analysis and make recommendations addressing transitional and supportive housing, along with housing for the unsheltered population. • Other Barriers o Identify and examine potential barriers to zoning ordinance and/or other policies governing housing development. o Perform a land suitability assessment to identify potential housing sites. o Compile a list of funding/financial options aimed at addressing the identified housing needs and gaps. • Stakeholder Engagement o The selected consultant will engage social service organizations, developers, housing related nonprofits, and other applicable stakeholders and facilitate opportunities for input and insight. • Public Presentations and Report o The selected consultant will be required to deliver a final written report and present at council committee/board meetings.
