Specifications include, but are not limited to: USBE requires a benchmark reading assessment for students in kindergarten through grade six that aligns with the language arts core standards adopted by the USBE. USBE wishes to contract with a provider that can provide a benchmark reading assessment with a data analysis component (DAC) and student growth component for that assessment. The benchmark assessment system for reading must be in a digital format, include brief (10 minutes or less) benchmark assessments of reading proficiency to be administered at the beginning, in the middle, and at the end of kindergarten through grade 6, include progress monitoring to be administered at least every two to four weeks for students who are at high risk of not attaining proficiency in reading, align with the Utah State Core English Language Arts Standards and include a data analysis component hosted by the provider that has the capacity to generate electronic information immediately and produce individualized student progress reports, class summaries, and class groupings for instruction; is technically adequate (reliable, valid, demonstrate accuracy for predicting reading achievement); enables teachers, administrators, and designated supervisors to access reports through a secured password system; produces electronic printable reports for parents and administrators; has the capability for principals to monitor usage by teachers; and may have the capability of identifying lesson plans that may be used to develop reading skills.
