Specifications include, but are not limited to: The City of Bend requests competitive proposals from qualified and experienced teams for the design and construction of the Midtown Multimodal Connections and Streetscaping Project. The Project will provide updates to transportation infrastructure and subsurface utilities in Bend's Central Core area. These transportation and utility improvements include the following; · Midtown Connection 1 - Greenwood Avenue: Phase 1 quick-build improvements, Wall Street to Second Street, and stormwater management study at Bend Parkway undercrossing to address flooding issues. · Midtown Connection 2 - Franklin Avenue: Corridor improvements, Harriman to Fifth, address flooding issues at Bend Parkway undercrossing, and replace parallel aging water distribution infrastructure. · Midtown Connection 3 - Hawthorne Overcrossing refinement and scoping documents for a pedestrian and bicyclist bridge overcrossing of the Bend Parkway and Burlington Northern Santa Fe Railroad, from Hill Street to Second Street.. · Second Street: Streetscape improvements, Franklin to Greenwood, and replace parallel aging water distribution infrastructure. · Additional transportation, stormwater, water, or other system elements not specified above, generally within the area of the listed improvements, and that are identified as needing improvement through the design phase of the Project or as otherwise identified by the City. Any additional elements will be added through negotiation between the City and the selected contractor. This project will be constructed using a Progressive Design-Build alternative procurement process and is exempt from competitive bidding under Oregon Revised Statutes 279C.335, as authorized by the Local Contract Review Board on April 19, 2023.
