All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: A. Proposer will act as the Lead Agency to contract with or employ and oversee teams of street-based Outreach Workers and Violence Interrupters in the focus area(s). Proposers will be part of a coordinated, city-wide violence prevention approach that includes peacemaking, violence interruption, community mobilization and support. The success of this project will rely on the community organization(s) and other stakeholders to mobilize community members. B. Proposers may provide services in one or both focus areas as outlined in this RFP. C. Implement and operate the Violence Interrupter site(s) including project management, space and equipment procurement, recruitment and training of staff, financial and budget management, data collection and monitoring, and reporting. D. Ensure all America Rescue Plan Act (ARPA) funding requirements are met. Data collection should be routinely monitored for compliance with ARPA reporting requirements. E. Establish and implement internal controls to guide compliance with federal, state, and local regulatory requirements. F. Prepare competitive solicitations, manage grant requirements, and ensure that funds are allocated appropriately. Additionally, oversee the program's budget, ensuring that resources are effectively utilized, and expenses are within allocated limits and eligible for spending per the grant. G. Monitor and evaluate the program's effectiveness is a critical responsibility of the administrator. Must comply with CVG’s data collection systems to track program outcomes, measure impact, and identify areas for improvement. Regular evaluation reports are prepared to assess the program's progress and inform decision-making. See Attachment 4. H. Ensure compliance with federal regulations and reporting requirements. Responsible for preparing and submitting progress reports, financial statements, and other documentation as mandated by the funding agency. Compliance with ethical guidelines and privacy regulations is also essential. I. Work with Cure Violence Global to provide the city with a Strategic Plan for maintaining/expanding the Violence Interrupter program once ARPA funding is exhausted.
