Specifications include, but are not limited to: 1) Reflective sheeting must contain directional identifying marks for purposes of counterfeit protection, product traceability and warranty enforcement. The identifying marks must be integral to the sheeting and not be able to be created or altered after the sheeting or plate is manufactured. The identifying marks must not diminish or interfere with the graphic design or reflectivity. 2) Based on vehicle plate types, rolls of reflective plate sheeting must be designed to accommodate application and coverage of 6” x 12” and/or 4” x 7” conversion coated aluminum. 3) Unless otherwise indicated, one (1) roll of vehicle plate sheeting must allow for the manufacturer of 1,800 plates. 4) Contractor shall be able to provide exact duplications of existing license plate designs for standard and special interest issues currently in use. 5) Contractor shall recreate unique special interest and or special issue designs for new plate types. Designs must be submitted to the Contractor, on preferred source media, with designated Pantone Matching System (P.M.S). colors (current pre-printed designs range from two (2) to seven (7) colors). 6) Contractor shall provide special graphic designs in quantities as small as 300 foot rolls. 7) Contractor shall submit technical data showing the characteristics of all proposed materials, including detailed processing, conditions for each phase of manufacturing. This data must include times and temperatures that are required for the curing of all inks used in the production of vehicle license plates. 8) The diffuse daytime color of the reflective sheeting must comply with the color requirements as determined in accordance with the American Society for Testing and Materials (“ASTM”) standards E-1164 and E-1349, or other equal or higher standards, for reflective materials. Accordingly, the daytime and or nighttime identification of license plates must be similar in daylight and by illumination at night. 9) The reflective sheeting must have pre-coated adhesive that must form a strong, durable bond to conversion coated aluminum license plate surfaces. Additionally, the protective liner, attached to the adhesive, must be easily removed by peeling without soaking in water and or any solvents and must be easily removed after accelerated storage for hours at 150⁰F (66⁰C) under weight of 2.5 lbs. per square inch (1.14 kg per 6.45 sq. cm). 10) The reflective sheeting must conform in flexibility to the minimum and or maximum tolerances of the dies and must not rip, tear or crack during the embossing process. 11) The pre-printed reflective sheeting must be rolled coated with transparent and/or opaque colors. Contractor shall supply transparent and opaque roll coat ink, and thinner that is fully compatible with the reflective plate sheeting that meets the state and federal Volatile Organic Compounds (VOC). 12) The coefficient of retro reflection for the sheeting must be measured on flat, clean, finished license plate and must have the following minimum values at 0.02° observation angle, expressed as candlepower per foot-candle per square foot (candelas per lux per square meter) of material.
