Specifications include, but are not limited to: Norwalk Redevelopment Agency (RDA) invites sealed proposals for a Brownfields/ Environmental Monitoring Dashboard for the City of Norwalk. The Agency is currently working with another firm to develop back-end content, GIS-based application, and a document repository for brownfields management, and requires another vendor to develop a user-friendly interface for the dissemination of information collected and relevant to this engagement. The project in its entirety, is funded through the state Department of Economic and Community Development (DECD). This RFP is being issued as a multi-task digital implementation project; Working with a consultant, the RDA and City of Norwalk will continue Brownfield Inventory and GIS Mapping work by creating a digital platform database that integrates brownfield site data into a resource for parties with a vested interest in development, health, environmental tracking and general public transparency. Dashboards are able to leverage on real and static data to generate insights into different urban domains (for example, on mobility, environment, social conditions etc.), they can provide an internal management tool for, for example, monitoring sustainability performance. They can also be used to provide public access to relevant easy-to understand data-based visualizations. The database will integrate indicators for which the city tracks data for and which are relevant to sustainability, resilience, and smart city initiatives in Norwalk. Task I: Market research and user expectations: The consultant will work with the RDA to create a formulated assessment of the current situation in Norwalk and the US regarding sustainability and Smart City-related dashboards and gathering best-practices for dissemination of brownfield information and environmental data. Market research will identify potential users of the dashboard. Specific identified target groups should be involved in the project from an early stage in order to determine expectations and potential applications of the dashboard that would be desired. Task II: Gather of requirements, system architecture and surveying data availability/gaps. Task two of the Environmental Dashboard will be to outline requirements for the interface based on the results of the market research. An architectural mock-up of the dashboard and its potential elements at this stage will help identify any potential gaps. This will give the City of Norwalk a good foundation to prioritize the different elements and assign investments, if necessary. Task two deliverables will include the system architecture for the proposed dashboard and identified gaps in Norwalk’s current infrastructure.
