Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking a Laboratory Request Web Portal (LRWP) as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Maine Center for Disease Control and Prevention (Maine CDC) develops and delivers services to preserve, protect, and promote the health and well-being of the citizens of Maine. The goals of the Maine CDC Health and Environmental Testing Laboratory (HETL) are to isolate, identify, analyze, and monitor any biological, chemical, or radiological hazards which can cause harm. Through this RFP, the Department intends to procure a COTS-SaaS product, with Maine-specific configuration for a LRWP, allowing facilities to submit electronic laboratory orders and provide results and communication between the laboratory and provider end users. All transactions made through proposed solution must meet the Health Insurance Portability and Accountability Act (HIPAA) data transaction standards.
