Specifications include, but are not limited to: The purpose of this Request for Proposals (Solicitation) is to obtain competitive Proposals from qualified Consultants (Proposers) interested in the provision of construction audit services for construction projects undertaken by Portland Community College. The College requests audit and advisory services for the 2022 Bond Program projects to ascertain the effectiveness of construction management policies and procedures related to the fiscal, operational, and administrative controls over construction activities, determine the adequacy of internal controls and processes, identify cost recovery opportunities, and ensure compliance with relevant governmental regulations, College policies, and Office of Planning & Capital Construction procedures. 2.1. It is the College’s intent to perform audits on all 2022 Bond projects with a project budget of $20,000,000.00 or above. The College anticipates five (5) projects that will exceed this amount. In addition, the College may request audit services for smaller projects. In these cases, the College may wish to discuss an abbreviated process. 2.2. The audits should address each phase of the project (i.e., planning / program & design, bid / procurement, construction, close-out) and cover all costs incurred in each phase including costs invoiced by the general contractor, prime consultants, subcontractor / consultant invoices and direct costs paid for by the College 2.3. For projects that have not yet started construction, the College expects the auditor to use a phased audit methodology, in which audit work is performed and reported on at the completion of each phase of the construction project. 2.4. Services provided for each project may include some or all of the following: 2.4.1. Determining whether contract billings are in accordance with the contract documents. 2.4.2. Determining whether change orders are appropriate and properly priced and documented. 2.4.3. Reconciling project billings to payments made and recorded in the College’s financial system.
