Specifications include, but are not limited to: SOV is seeking a real estate developer who can enter into a design-build to lease with the SOV. The project is not location sensitive and can be sited anywhere in the State subject to local zoning. . SOV is casting a wide net to see what sites are out there and which developers have interest in building and leasing a facility to the SOV. The Department for Children and Families desires to construct a campus style environment to house two populations, an 8-bed short-term crisis stabilization program and a 6-bed short-term treatment program, with a shared common core space. The campus should be designed for the possibility of future expansion. The facility should emphasize the normalization of treatment. The exterior should be a friendly building such as a home or school. The facility will be hardware secure and tamper and ligature resistant, while incorporating evidence-based design principles for wellness and trauma-informed design. The common core will include, the main entrance, visitor space, administration space, a commercial kitchen, staff break room and restrooms, and educational and recreational space for youth. Each program will include bedroom, storage, multi-use space, warming kitchen, meeting space, staff offices, and connection to a secure exterior yard. The stabilization program will include secure transportation entrance and assessment area. Estimated construction costs range between $900 psf. -$1,000 psf. for a 20-25,000 sf building. The new building will include all program space required by SOV. Schedule for the construction is planned to begin during the Fall of 2024 with an anticipated substantial completion in the late Fall of 2025. We expect the developer to propose a development construction schedule for their particular site.
