Specifications include, but are not limited to: The City of Muscatine anticipates contracting for services related to the implementation of the Affordable Connectivity Grant Program. This program is intended to promote awareness of and enrollment in the federal Affordable Connectivity Program (ACP). The City of Muscatine would like to partner with a service program to hire a Digital Navigator. The Navigator will provide essential support to Muscatine’s eligible population, conducting outreach and assisting with signup for the ACP, which provides a $30 monthly stipend to purchase broadband service, and providing individualized skills training. The selected partner will provide assistance with recruitment and on-going training and management support. The Digital Navigator will: Identify and research outreach programs that could provide the underserved with access to effective internet services and devices, as well as digital skilling programs. Identify which community partners might be helpful to engage to deploy those programs. Serve productively and effectively across service environments and adhere to policies and procedures. Lead outreach and other canvassing efforts to inform and enroll residents into the American Connectivity Program, which provides monthly internet bill subsidies to qualifying households. Partner with local organizations such as libraries, schools, community action agencies, health clinics, senior centers, and others to develop and deploy digital skills training programs, ensuring that all Americans have access to the internet for telehealth, education, jobs, and social wellbeing. Leverage the Northstar digital literacy platform to teach digital skills to a wide variety of people and track the progress of your clients. Deploy identified programs and organize train-the-trainer meetings for digital literacy efforts where appropriate. Evaluate the feasibility of, and potentially develop, a refurbished device distribution drive throughout the community, connecting with national program models like PCs for People, and ensuring that the drive engages and reaches households most in need. Facilitate discussions and partnerships with local area internet service providers in order to understand key challenges and opportunities to increase access across the community. Work with appropriate community entities to increase access to telehealth services.
