Specifications include, but are not limited to: The New Mexico Department of Transportation (NMDOT) is requesting proposals from qualified firms or Offerors for the purpose of hiring a Contractor for Technical Grant Writing and Related Services. 1. Update or develop, as requested, Traffic Safety Division (TSD) workflow processes, policy and procedure manuals, grant management manuals and financial procedures manuals. 2. Assist in developing or updating TSD performance measurement reports which may include annual report, strategic plan, and traffic records assessment, LFC reports, highway commission reports and management reports. 3. Prepare a summary of current laws and regulations that pertain to the requirements for submitting grant applications for federal funding. 4. Prepare a summary of grant programs for which TSD may qualify and the associated eligibility requirements of each; include a summary of traffic safety grant programs for which TSD does not qualify and the reason(s) for the disqualification. 5. Interview TSD staff, contractors, grantees, and partners to gather information needed for grant applications, reports, manuals, and plans noted above. 6. Prepare project plans, highway safety plans, strategic plans, evaluation reports and assessments needed for grant applications and grant reporting. Assist as requested in preparing illustrations, photographs, charts, graphs, forms, and diagrams needed for grant applications or grant reporting. 7. Using the foregoing material and information, prepare grant applications as requested to federal agencies such as NHTSA and FHWA, state agencies and other programs, and submit those applications by the required date.
