All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: LES is soliciting proposals for a consulting firm to (A) perform a high-level land review to identify numerous tracts that would potentially support a local solar project, (B) develop drawings, a project timeline and cost estimate for said solar installation based upon a single set of representative properties, and (C) provide guidance related to the various applicable federal tax credits. More detail regarding the specific services to be provided are as follows: Land Review The selected respondent shall identify various collections of representative properties that would adequately support the desired solar project. These properties shall be located close enough to Lincoln, NE to allow for reasonable daily commutes to/from existing LES facilities. This land review shall be completely hypothetical; no outreach to prospective landowners will be made as part of this phase of the project. LES has developed an Esri ArcGIS map identifying large groups of properties in Lancaster County with a minimal number of owners. These properties have undergone a preliminary, high-level screening for their suitability to support a solar project, including consideration of (i) their location relative to the 100-year and 500-year floodplain, as identified by the Federal Emergency Management Agency (FEMA), (ii) accessibility of adequate transmission facilities, and (iii) ground contours. The selected respondent is fully expected to perform their own land review, but LES’ preliminary information can be released to the selected respondent to aid in their analysis once a contract has been executed, if desired. Site Drawings, Project Timeline and Cost Estimate Utilizing a single set of properties identified in the land review conducted under Part A above, as determined in conjunction with LES, the selected respondent shall develop a representative one-line and site layout drawing for a single project. The one-line drawing shall identify all major equipment, including manufacturer/model assumptions, and the site layout drawing shall denote the physical location of all major equipment and infrastructure (i.e., access roads, etc.).
