Specifications include, but are not limited to: 1. Description of Goods and Services: This Contract is for the rental of winter trucks, complete with operator, hoist, plow and tire chains to supplement the Connecticut Department of Transportation’s workforce throughout the Winter Season. Trucks may be equipped with optional material spreaders or wing plows or both for which the Contractor will receive additional payment as specified in Exhibit B Price Schedule. A. The four categories of Gross Vehicle Weight Ratings (“GVWR”) are: • Category 1: 19,500 lbs. to 25,999 lbs. GVWR • Category 2: 26,000 lbs. to 31,999 lbs. GVWR • Category 3: 32,000 lbs. to 49,999 GVWR • Category 4: 50,000 lbs. and over GVWR Contractor shall provide truck and equipment rentals for a minimum of one (1) GVWR category. B. The period beginning November 1st and ending on April 30th for each year of the Contract Term is defined as the “Winter Season.” C. Contractor shall maintain the ballast required for safe operation of plow vehicles as defined by the Client Agency’s inspector during the initial truck inspection. D. Contractor shall be responsible for their plow vehicles and labor provided to the Client Agency. The Contractor shall furnish all fuel, maintenance, repairs, and insurance for provided truck(s) and equipment. E. Contractor shall ensure that each plow truck is fully equipped, compliant with the State of Connecticut Department of Motor Vehicles (“DMV”) and ready for use during the Winter Season. F. Contractor shall maintain and utilize all safety equipment as required by any applicable law, regulation and best practice. Contractor shall supply all employees while Performing work under this Contract with any Personal Protective Equipment (PPE) required by State and Federal Occupational Safety and Health Administration (OSHA) standards and regulations in effect at the time of the issuance of the purchase order. 2. Truck and Equipment Requirements A. Moldboards • Contractor shall ensure the moldboards for trucks under 32,000 GVWR are a minimum length of ten (10) feet and a minimum height of thirty (30) inches. • Contractor shall ensure the moldboards for trucks 32,000 GVWR and over are a minimum length of eleven (11) feet and a minimum height of thirty (30) inches. B. Lights • Contractor shall ensure the truck(s) is equipped with flashing amber lights, auxiliary lights and adjusted headlights. • Flashing Amber Lights 1. Contractor shall obtain a flashing light permit from the DMV at its sole cost covering the use of “Flashing Amber Lights” as required. 2. The Contractor’s local Chief of Police or local traffic authority as indicated on the permit, shall sign off on the permit. • Lighting Specifications 1. Contractor shall ensure truck(s) is equipped with warning devices of the types described herein or an equal warning device as approved by the Client Agency in writing. 2. Two (2) Light System: Lights must be mounted on the right and left side of the truck at a height to be sufficient to warn approaching traffic. Rotary or flashing type lights must be visible at 360° degrees. 3. Three (3) Light System (dual dump system): One (1) mounted on the top of cab of truck at a height to be sufficient to warn approaching traffic. Two (2) lights mounted on rear of dump body on right and left side to warn approaching traffic from rear. Rotary or flashing type lights must be visible at 360° degrees.
