Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit proposals for competitive negotiations pursuant to 200 KAR 5:307. The Kentucky Department of Education, in consultation with all 171 public school districts, seeks to improve efficiencies in the areas of end-user access to K-12 instructional and administrative resources. Targeted goals are to enhance the security and ease of use (including age and ability, platform agnostic, authentication) of student, teacher, and staff identities; establish the single point process of onboarding (and offboarding); and streamline user account management processes to allow for zero-day access. Simply put, this RFP should result in a competitively bid, contracted service to help students and teachers get to their apps and tools more efficiently and more securely. The contract resulting from this solicitation will provide for a statewide shared service of an industry recognized, K12-centric, full-featured Software as a Service (SaaS) identity management (IdM) solution to establish a single, secure, cloud-based identity for all K12 students, teachers, and staff, which leverages and securely integrates the statewide standardized student information system (SIS) and standardized financial management application (ERP/HR) with the variety of education-specific cloud-based ecosystems and services for all K-12 Public School Districts, KDE, the Kentucky School for the Blind (KSB), and the Kentucky School for the Deaf (KSD).
