Specifications include, but are not limited to: • Vendor will provide equipment for: o Two-speed idle test ("TSI test) for 1995 and older gasoline vehicles o On-board diagnostics (“OBD”) or (“OBDII”) for 1996 and newer gasoline vehicles 2001 and older vehicles will include a gas cap test o OBD for 1997 and newer light- and medium-duty diesel vehicles per Utah Code 41-6A-42 guidelines o Heavy Duty (“HD”) OBD will be required for heavy-duty diesel vehicles. Proposer will be asked to include an implementation timeline in their proposal for the transition from opacity testing to HD OBD for heavy-duty diesel vehicles. HD OBD testing will be incorporated for vehicles 2010 and newer with a weight greater than 14,000 lbs. o 4K video and still camera for photos of catalytic converter • Weekly meetings between SLCoHD Air Quality program management and local vendor management. o At least once a month the meeting shall include a corporate leadership team member. • Manage and account for the fees collected from test authorizations (“TA”). TA fees are fees the stations pay to the I/M program to test vehicles o Proposer can demonstrate that the fund account is audited by an independent CPA at least annually. • Develop and manage the Vehicle Identification Database (“VID”). VID must include an interface accessible by SLCoHD staff. The VID must have the following features: o Describe how legacy data will be archived and maintained o Electronic submittal of test records o Manage technician and station information including assigned permit numbers o Ability to create a report that compares the current emissions test to previous tests for emissions control device anomalies and flags the VIN for further review (currently referred to as a trigger report) o Ability for SLCoHD staff to place certain VINs on a list (currently referred to as the compliance assurance list (“CAL”) that restricts the vehicle from being tested at general I/M centers Vehicles on the CAL will be required to be tested at the SLCoHD Technical I/M Center located at the SLCoHD Environmental Health building o Grant SLCoHD access to raw data in VID o Ability to exempt vehicles from tests (currently referred to as waivers) “Waivers” are defined for the purposes of this RFP as a document, issued by SLCoHD, used to verify that a vehicle has met the repair or adjustment requirements of the Vehicle Emissions Inspection/Maintenance Program Regulations even though specific emissions standards have not been met o Audit utility Overt audits Covert audits General documentation Reports creation
