Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking proposals to provide standardized Statewide Assessing Services for the Office of Aging and Disability Services (OADS) and the Office of Child and Family Services (OCFS) to determine eligibility for services and support needs as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. OADS is responsible for the provision of services that promote the highest level of independence, health, and safety of older citizens, vulnerable adults, and adults with disabilities. Pursuant to 22 M.R.S.A. § 7317, before an individual may receive Long Term Care (LTC) services and supports through State-funded and MaineCare programs, the Department must determine whether the individual is eligible, and, once eligibility is established, what services and supports are appropriate to meet the individual’s needs. OCFS supports Maine’s children and their families by providing Children’s Development, Behavioral Health, and Child Welfare services. Pursuant to 22 M.R.S.A. §4062 and 10-148, Chapter 14, after a child enters State custody and is placed in a family Foster Home or a specialized Foster Home, within ninety (90) days of placement the Department must complete a Level of Care (LOC) Child Assessment to determine the child’s level of need. As a result of this RFP, the Department intends to utilize an independent (i.e., conflict- free) Assessing Services Agency (ASA) to conduct standardized assessments that determine functional/medical eligibility and communicate service options to individuals seeking State-funded and MaineCare program LTC services. The LTC assessment serves as the basis for generating an authorized Plan of Care that specifies the services an individual will receive. The ASA assessors shall also conduct periodic LTC reassessments to ensure that individuals are receiving the appropriate services. In addition, ASA assessors shall conduct Preadmission Screening and Resident Review (PASRR) assessments for individuals suspected of having a mental disorder, intellectual disability, or other related condition to determine what specialized services may be required.
