Specifications include, but are not limited to: The Port of Portland (the “Port”) is soliciting proposals from experienced firms or teams of firms (the “Provider” or “Providers”) capable of providing design and support services to the Port for procurement of a new pipeline dredge. This procurement will occur in three phases as follows: Phase 1 will include preliminary design services and a cost estimate for the construction of the dredge. The Port intends to award two highly qualified Providers a contract for this work. Upon successful completion of Phase 1, the Port will evaluate and determine which of the two Providers’ designs best meets the Port’s requirements based on the criteria listed in Schedule 2.1, Scope of Services, and select that Provider to produce a complete final design for the dredge. The contract with the other Provider will be closed out. Phase 2 will include final design services. The Port will amend the existing contract with the selected Provider to include the additional design, and modify the fee, schedule, and other terms of the contract to reflect the additional work scope that will apply. The Port plans to use the final design to solicit a contract with a U.S. shipyard to have the dredge built and delivered to the Port. Phase 3 will include support services during the solicitation period and during construction of the dredge at a shipyard selected by the Port. The Port will amend the existing contract with the Provider to include these services, and modify the fee, schedule, and other terms of the contract to reflect the additional work scope that will apply.
