Specifications include, but are not limited to: MassDOT requires high level of building systems reliability within the office and laboratory. The SERVICE PROVIDER must maintain all building systems to ensure a safe, secure and comfortable environment is maintained throughout the building and property at all times. The SERVICE PROVIDER must maintain a high quality environment and safety in the building, which will be supported through training and supervision of their personnel working at Research and Materials Section. The SERVICE PROVIDER must provide, maintain, and coordinate updates for Zenergy building automation system for building monitoring. The SERVICE PROVIDER will serve as the technical equipment and infrastructure experts for all matters pertaining to building and mechanical equipment and systems on the property. The SERVICE PROVIDER must establish financial, administrative, operating and internal controls policies, subject to approval by MassDOT, and must maintain financial record-keeping systems in accordance with generally accepted accounting practices and in conformance with the financial record keeping requirements of the Comptroller of the Commonwealth of Massachusetts, on both a cash and accrual basis. The SERVICE PROVIDER will be responsible for the timely coordination and supervision of all maintenance and vendor services, including Preventative Maintenance and Warranty Service. The SERVICE PROVIDER will troubleshoot building systems and controls (MEP, BMS), and assist in resolution of issues, facilitate emergency repairs and manage the building work order system. The SERVICE PROVIDER shall manage and oversee any services required for the exterior of the property, including but not limited to the maintenance of the catch basins, pump station, porous pavement and landscaping maintenance. The SERVICE PROVIDER will be responsible for providing services or supervision of operations and maintenance staff, internal move services and handyman services. The team will be responsible for dispatching, responding, communicating, and follow-up for various end-user requests within the required timeframe. The SERVICE PROVIDER will plan and oversee facility management audits to ensure business continuity in critical office and laboratory environments. The SERVICE PROVIDER may assist in the preparation, negotiations and administration of all contracts and other agreements for all Building services and all contracts and agreements for construction, maintenance, or repair, in accordance with practices and procedures approved by MassDOT. Although in most cases MassDOT will contract with the vendors, the SERVICE PROVIDER will manage the work, authorize and ready the individual vendor payments and submit to MassDOT fiscal for final payment. The SERVICE PROVIDER gathers and reviews data concerning facility or equipment specifications, company and government restrictions and codes, and repair and equipment replacement feasibility. Keeps updated equipment asset inventory, i.e., SOWs. The SERVICE PROVIDER will assist with the set up of events in the second-floor training rooms. Set up includes arrangement of tables and chairs and powering up AV system.
