Specifications include, but are not limited to: The City of Lincoln - StarTran hereinafter called Owner is requesting proposals from qualified firms to submit proposal responses for Bus Facility Feasibility Study Update and Environmental Review. The successful Consultant will be responsible for remaining on established schedules for all services rendered to meet the proposed schedule for the project deliverable(s). StarTran is a Division of the City of Lincoln, Nebraska that provides fixed-route bus and paratransit service within the 96 square-mile city limits. The Lincoln Urbanized Area had a population of 291,085 people (2020 Census), which has grown to 296,287 in 2022 (Census 2022 est.). Lincoln is the State capital and home to the University of Nebraska. StarTran operates a fleet of 67 full-size coaches and 24 paratransit vans on 20 fixed routes. StarTran bus service operates Monday through Saturday, from 6 a.m. to 10 p.m. In 2017 and subsequent years, StarTran conducted Facility Relocation Studies that identified several locations to relocate and construct a new bus maintenance and storage facility. Previous feasibility work identified potential sites in Lincoln at the following locations: • 3301 West O Street. • South 9th Street and Calvert Street. Due to environmental issues both of these sites did not materialize to completion. Site requirements for a new StarTran Bus Facility include, but are not limited to: • Access Requirements – adjacent to major street and can handle bus traffic; • Facility that is close to downtown bus hub to reduce operating costs; • Site area – Site should have at least 12-14 usable acres to accommodate fleet growth; • Site configuration – Site should be three times as wide as long; • Acquisition cost – includes land purchase, mitigation, demolition costs; and • General site requirements such as utilities, easements, drainage, flood plains, zoning, neighborhood compatibility
