All equipment shall be the standard product of a manufacturer regularly engaged in the manufacturer of such equipment and shall be the latest standard design that conforms to the specification requirements. The development of new machines and/or equipment by a manufacturer to equal or exceed previously single source machines and/or equipment shall not be restricted from competitive bidding
