Specifications include, but are not limited to: This RFP is being issued to solicit a Statement of Qualifications (SOQ) and other documents from firms qualified to assist with the following: Full traffic study (a partial traffic study was completed in 2021), in which every intersection will be analyzed for the best improvement options; environmental assessment; comprehensive public engagement and input process, including events and meetings at 30%, 60%, and 90% design; dialog with business owners, residents and property owners to incorporate feedback; cooperation with the Muscatine Heart and Soul initiative; topographical survey; right-of-way determination and acquisition; project design; assistance with grant applications; construction document preparation including submittal to and reviews from the Iowa Department of Transportation. A submittal does not guarantee the firm will be contracted to perform any services but only serves notice that the firm desires to be considered.
