Specifications include, but are not limited to: KDOL’s unemployment program has experienced unprecedented claim levels since the start of the COVID-19 pandemic resulting in a backlog in administrative appeals resolution. In regard to appeals, the unemployment process allows for individuals who have been denied benefits to appeal those decisions. As such, thousands of claims are now flowing through the administrative appeals process. KDOL requires contracted staff augmentation to supplement its state employee appeals staff. Vendor will not have discretion in carrying out their responsibilities and will not be authorized or permitted to make final determinations. Conduct administrative hearings Work performed regarding non-judicial administrative hearings and draft recommendations will be conducted in accordance with KDOL provided, maintained and approved training policies and Protocols. All hearings will be conducted in a courteous and respectful manner Discuss and question all parties testifying during the hearing in order to identify issues and clarify testimony Assess all testimony and documents presented at the hearing in order to make a draft recommendation on the issue for ultimate review, approval and determination of KDOL. Direction of testimony and cross examination in conformance with the direction and management of KDOL. Vendor Appeals Referee’s will have the ability in hearings to stop hearings and issue continuances if any motion/objection/request is not contemplated in the KDOL Protocols. Further, KDOL will periodically review all hearings and provide feedback to Vendor.
