Specifications include, but are not limited to: enhance pedestrian and vehicle safety, and improve transit service and access to the Tribal Administration Building and residences located along Tribal Way and Kirkman Way. There is a need to improve parking areas and an access ramp such that they are compliant with the Americans with Disabilities Act. Paving the existing gravel parking areas and constructing Americans with Disabilities Act accessible sidewalks would restore compliance with the Act. ; There is also a need to improve the road surfaces, sidewalks, curb and gutters, and stormwater drains and piping to reduce erosion of the existing gravel surface and to enhance driver and pedestrian safety. The existing road surfaces become deeply rutted during periods of heavy rainfall. The roads have no sidewalks for pedestrians to access buildings and residences. Stormwater currently runs freely down both roads before entering marginally effective storm drains at the intersections of Tribal Way and Kirkman Way with Katlian Street.; There is need to construct a bus pull-out for the public transit system operated by Sitka Tribe of Alaska. Currently buses traveling along Katlian Street block traffic when stopped at the intersection of Tribal Way and Katlian Street.; The Proposed Action would improve safety, accessibility, and stormwater capture and treatment. Accessibility would be improved for Americans with Disabilities, transit system users, pedestrians and drivers of vehicles. The Proposed Action would also improve traffic congestion on Katlian Street by providing a pull-out for buses to stop.
