The scope of work for this review shall include, but not be limited to, the following: 1. Evaluate existing regulations and requirements governing wagering in the Commonwealth of Kentucky, including but not limited to licensing, operations, responsible gaming, integrity monitoring, reporting, and compliance. 2. Identify gaps, inconsistencies, or areas for improvement in the current regulations and requirements. 3. Analyze industry best practices and regulatory frameworks from other jurisdictions to identify potential enhancements or updates to the existing regulations and requirements. 4. Consider emerging trends, technologies, and regulatory developments in the wagering industry to ensure the regulations and requirements remain up-to-date and effective. 5. Engage with KHRC committees, staff, stakeholders, and other industry experts to gather input, insights, and recommendations for the regulatory review process. The scope of work for this development shall include, but not be limited to, the following: 1. Develop comprehensive audit plans to ensure ongoing compliance of wagering operators with the KHRC regulations and requirements. This shall include, but not be limited to, riskbased assessments, data analysis, financial audits, and integrity monitoring procedures. 2. Craft responsible gaming recommendations, which shall include, but not be limited to, measures for player protection, self-exclusion programs, age verification, and problem gambling prevention. 3. Establish reporting mechanisms for wagering operators to provide timely and accurate information on key operational and financial functions, which shall include, but not be limited to, wagering data, revenue reporting, and anti-money laundering measures. 4. Develop protocols for integrity monitoring and investigations to detect and address potential integrity violations, such as match-fixing, doping, illegal betting activities, and other misconduct that may compromise the integrity of wagering. 5. Ensure that all audit processes, plans, procedures, and protocols are aligned with industry best practices and applicable laws and regulations.
