Specifications include, but are not limited to: The State of Rhode Island Department of Administration, through its Division of Purchases, is soliciting proposals on behalf of the User Agency, from bidders who have been notified of their prequalification under Phase I for the DCYF Female Youth Residential Facility. The project involves the construction of a new 35,000 +/- square foot Female Youth Residential Facility and land development of 17 acres at the Ladd Center in Exeter, Rhode Island. The new facility will provide 16 residential beds, educational classrooms, clinical rooms, indoor and outdoor recreation areas, and support spaces for youth, staff, and families. A major goal of the project is to create a safe facility that has an overall residential feel and environment. The project includes significant land development on State-owned property. DCYF has a proposed total project budget of approximately $36.5 million including all direct construction and land development costs, professional services, contingencies, furnishings, fixtures, equipment, and all other indirect (soft costs). The proposed building construction and land development budget is a portion of this budget and is approximately $29 million. Construction related activities shall include: • Land clearing and major site excavation activities • Utility infrastructure, system delivery to the site and installation • New building construction • State communication connectivity • Substantial completion, close out and turn-over of the facility • Post occupancy reviews
