Specifications include, but are not limited to: The Oregon Department of Energy is seeking private-sector parties who are prepared to fulfill the following roles: • Development of a Best Practices Guide – research and report – that includes examination of practices used nationally and locally. Minimum key items to include: • Landlord engagement to determine issues, barriers and opportunities. • City engagement to determine issues, barriers and opportunities. • Rental property tracking options. • Methods for seamless integration with the Oregon Home Energy Score program, USDOE Home Energy Score system and local city ordinances. • Options for providing score information publicly, such as Apartments.com, prior to properties being listed for rent or sale. • Understanding of local jurisdiction policy requirements, to ensure city interests are met. • Understanding of how to operate as a technical advisor to all Oregon jurisdictions, to support home energy score education and advancement of rental property scoring policies. • Understanding of necessary coordination with local Multiple Listing Services and rental property listing services to share score data and broaden the use of home energy score information.
