Request: Oregon Department of Revenue (“DOR” or “Agency”) seeks approval of this Special procurement (“SP”) Request #REQ-DASOBO-00036516 to direct award, negotiate, and issue a contract (“Contract”) to Articulate Global, LLC (“Articulate”) for: x Articulate 360 Teams Plan Subscription x 9 License seats (“Seats”), at minimum The Contract Term will be up to 5 years with a maximum not-to-exceed compensation of $150,000, which will enable DOR to scale up the licenses if required. b. Background: x DOR administers revenue streams that support bringing in money for Oregon and directly contributes to paying for public services. In fiscal year 2022, DOR’s net revenue receipts totaled $18,773,196,124. x DOR provides services for the general public, tax preparation professionals, cities, counties, local taxing districts, tribal governments, and other state agencies. x Tax administration functions include processing returns and payments, assisting and educating taxpayers, auditing, enforcing state tax laws, collections, and policy development. Although most tax returns are accepted by DOR as filed, a variety of returns are audited each year to ensure the accuracy of voluntary compliance with tax laws, rules, and regulations. To learn the auditing process, DOR’s Tax Auditors: x participate in examinations of income tax returns, tax records, and financial records used to determine tax liability. x receive classroom instruction. x Use self-study methods in Federal and State income tax law, audit procedures, and Oregon Administrative Rules. Tax Auditor self-study methods include 30+ e-learning, multi-part modules developed by DOR utilizing Articulate 360; a software platform offering a suite of interconnected applications for elearning course development including: x Storyline 360: an award-winning, cloud-based eLearning authoring tool that enables instructional designers to create custom, interactive courses. In Storyline, creators have access to a variety of eLearning functionalities, including quizzing, screen recording, and software simulation. x Rise 360: an award-winning, web-based eLearning course builder that allows instructional designers to develop online courses for any device. Rise's intuitive features can be utilized in a web browser with no need to download software. x Review 360: a web application for collaborating with stakeholders on e-learning projects. x Articulate 360 Training: live and on-demand online training with industry experts. Course development creators can learn about Articulate 360 tools and resources to expand their expertise. x A library with 10.3+ million course assets (e.g., templates, fonts, backgrounds, graphics such as images ~ callouts ~buttons, icons, videos, audio clips, etc.) x Continuous updates and new features.
