Specifications include, but are not limited to: The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of proposals for a study to determine the feasibility of changing the statutory requirement for an annual audit of every department of the state and component unit of the state included in the statewide Annual Comprehensive Financial Report (ACFR) to a singular audit. Currently there are 130 state agencies, 9 constitutional institutes of higher education and approximately 200 component units of the state included in the state-wide ACFR. Information obtained by OSA indicates many states perform an annual singular ACFR audit in addition to requiring periodic financial and compliance, or performance audits, of all agencies.
