Specifications include, but are not limited to: 1. The Contractor shall provide all service and deliverables as required, specified, and detailed in the solicitation and shall meet all service and delivery timelines as specified. 2. The contractor shall create a standard operating guide for the use of IPAWS, coordinating with OEM, APD (Anchorage Police Department), AFD (Anchorage Fire Department), AHD (Anchorage Health Department), and other partners, including but not limited to: a. Alignment with FEMA best practices identified in the IPAWS Program Planning Toolkit b. Access rights to send IPAWS messages. c. MOA Departments points of contact for IPAWS. d. Required training in system operation and system management, including requirements for Alert Originators and Alerting Administrators e. List of event codes the departments are authorized to use f. Creation of standard template messages for all alert types allowed to be sent in IPAWS (90 & 360 character), message identification, and tips for writing messages g. Use of IPAWS Lab, including required testing schedule and how to access h. Tracking methodology for tests and exercises i. Collaborate with OEM for emergency alert system plan to implement IPAWS 3. The contractor shall update the current EAS plan, coordinating with OEM, APD, AFD, AHD, National Weather Service, and other partners, including but not limited to: a. Define purpose and objectives of plan b. List EAS legal authorities c. Define local area d. Define responsibilities for EAS e. Identify key emergency alert system source for Anchorage area f. Detail process for EAS activation & routing of requests for approval g. Detail process for authentication and transmission h. Detail officials authorized to approve EAS activation i. Detail participating broadcast stations and cable systems j. Detail EAS committee members k. Detail EAS plan approval authority l. Detail schedule and process for plan updates m. Other items which may be necessary 4. The contractor shall update the current Public Information and Communications Playbook a. Detail the roles and responsibilities of the MOA public information officers (PIOs), including social media b. Develop organizational chart of PIOs c. Develop checklist of PIO duties during emergency for each PIO position on org chart d. Detail when to activate a JIC (Joint Information Center) and PIC and who has authority to activate e. Detail where a JIC/PIC is located f. Detail list of PIOs for MOA and their position in the JIC/PIC g. Detail contact info for local media h. Detail contact info for Matanuska-Susitna Borough and Kenai Peninsula Borough for PIO support i. Detail who is authorized to release public information j. Detail how to route public information for approval k. Detail who is in charge of social media and how post are routed and approved for release l. Ensure the PIC Playbook is compliance with Incident Command System standards and the National Incident Management System m. Remove references to Nixle and inserts Rave Mobile Safety
