Specifications include, but are not limited to: 1. Broadway Corridor – Transit Capital and Complete Street Concept Plan Development Subtask 1: Project Management Manage the planning work and the subconsultants and work closely with the Project Manager and Project Management Team (PMT) (see Section E, Project Management Team) to ensure coordination of all project tasks. Support and provide assistance with the overall project administration led by Metro and the PMT. Provide a project work plan. Deliverable: Project Work Plan, Ongoing Project Coordination, Monthly Invoicing and Reporting Subtask 2: Corridor Concept and Plan - Community Engagement, Public Outreach, and Stakeholder Communication Develop and implement a comprehensive community engagement and public involvement process that will engage key stakeholders and the public and develop opportunities to provide input and express public preference on the project’s objectives and potential alternatives. The approach should aim to meet stakeholders and residents where they are and engage them in a meaningful way. The public involvement plan should leverage existing relationships, organizations, community groups, and events while targeting historically underrepresented groups, such as youth, elderly, disabled and non-English speakers. The plan will establish diverse alternatives for participants of all ages and abilities to provide feedback. Coordination with the PMT will be critical in defining project champion(s) for the study area as the preferred transit services are determined. Deliverable: Public Involvement Plan, Communications Strategy, and Outreach Implementation Subtask 3: Review and Refresh of Prior Studies and Conditions Compile, analyze, and summarize findings from recent studies including, but not limited to the Connecting Kentuckiana Metropolitan Transportation Plan (2022); Transportation Improvement Plan, Broadway All the Way (2021); Downtown Mobility Study (2017); Move Louisville (2016), and TARC Tomorrow (2022). Identifying existing and planned mobility assets will help establish potential connections to multi-modal facilities and highlight where the greatest impact can be made to historically under-invested areas. Consideration should also be given to other adopted land use strategies and development plans, as appropriate.
