Specifications include, but are not limited to: KDE seeks to acquire a vendor to provide training services, materials, and resources to assist Kentucky’s public school districts with state and federal procurement and purchasing statutes and regulations, including the interaction with local public school district policies. It is expected the vendor will have knowledge of these requirements and an ability to communicate them effectively to their audiences. The vendor will be expected to prepare and present information to local school district staff, educational cooperatives and staff of the KDE, and other audiences as requested by the KDE. Presentations will be both in-person, virtual or in a hybrid format. The vendor will be expected to be responsible for any transportation and accommodation to be at in-person presentations. Additionally, the vendor will be expected to supply a computer and reasonably expected items to present both in-person and virtually. Vendor will be required to supply adequate copies of materials for in person participants at presentations, unless otherwise waived by KDE. Materials prepared by the vendor at the request of KDE, and recordings of trainings and presentations shall be the property of KDE and free for further distribution by KDE free of any royalties due to, or permission required from, the vendor. The vendor is expected to serve as a resource for the KDE and should be available to respond to questions on a periodic basis during regular business hours, Monday through Friday from 8:00 to 4:30 pm, excluding state holidays. The vendor is expected to respond to a KDE inquiry within two (2) business days. Local school districts will not be authorized or encouraged to contact the vendor directly. It is the goal of the KDE to develop capacity within the agency to respond to local school district procurement and purchasing questions with the vendor serving as a resource to KDE.
