Specifications include, but are not limited to: 4. Demolish and remove the church and foundation. 5. All demolition materials shall be dumped in a demolition landfill licensed by Kansas Department of Health and Environment. 6. Demolition landfill receipts to show landfill usage is required prior to payment for services rendered. 7. WET DOWN a. All interior material/debris must be treated as RACM and shall be wrapped per KDHE guidelines. b. The brick and foundation must go to a C&D Landfill. As long as the roofing material is intact and not fire damaged it does not have to be wrapped and must go to a C&D Landfill as well. The Class II will be responsible to oversee this. Any resale of brick material will need to be painted and the contract under Technical Specifications #2 Site Clearance B shall be followed. See below: c. All rubbish and debris found on the site resulting from the demolition shall be hauled off the site to a permitted solid waste land fill in accordance with K.S.A. 65-3402-U. The Demolition Contractor may remove reasonably accessible salvageable materials and sell as salvage. If the Demolition Contractor sells salvageable materials, K.S.A. 12-1755 requires that the proceeds from the salvage must be used to offset or reduce the cost of demolition. If the Demolition Contractor sells salvageable materials, they must provide receipts for all salvage and reduce the total amount due by deducting the total proceeds generated by the salvage. Contact the Property Maintenance Code Unit at (785).368.3161 if unsure where to dispose of the debris. After the awarded Demolition Contractor has disposed of the debris they will need to supply to the Property Maintenance Code Unit Staff receipts that show that the debris were disposed of at a permitted solid waste landfill. This must be done prior to any payment. d. This operation will require a Class II to be onsite to supervise the demolition process. 8. The demolition debris shall be treated as Regulated Asbestos- Containing Material (RACM) and shall be wrapped in not less than six-mil- thick plastic sheeting for disposal purposes. (28-50-14(1)) The contractor will be required to submit a special waste disposal request to KDHE and obtain approval from Rolling Meadows RDF for disposal prior to transporting the debris to the landfill. 9. Remove concrete, bricks, mattress, trash can, couch sections, cardboard, limbs, branches and wood on ground, loose trash, debris and rubbish from the premises. 10. Remove all interior sidewalks between the City sidewalk and the back of the property. 11. Remove all steps and railing between the City sidewalk and front of the building. Backfill and grade to allow proper drainage. 12. Leave all of the asphalt (driveway, parking, etc.) 13. All trees, branches and limbs on the ground, incidental to the demolition of the structures. Trees can only be removed if affecting the demolition of the structure. (Include any tree removal necessary with the bid of the structure) **NOTE if a tree in the City ROW needs to be removed the contractor is responsible for contacting the Code Inspector prior to the removal of the tree. 14. All grass/vegetation shall be cut back below the 12 inches to comply with the City of Topeka ordinance. 15. The foundation hole shall be inspected to insure no demolition debris is in it prior to back filing of the excavation. 16. The site shall be graded to drain away any standing water or drainage way and the ground shall be grass seed ready.
