Specifications include, but are not limited to: A. The following listing is a brief description of the potential scope of work desired for the overall Project. The deconstruction work noted herein must be accomplished in one Phase. The work noted below is not necessarily defined in any sequential order or preference. The selected respondent will coordinate with Louisville Metro to sequence the work in such a manner to reduce or avoid any conflicts with the surrounding urban environment and to maximize the work effort relative to the overall budget. 1. Complete building survey and property survey. The intent is to provide a complete survey of the building from the lowest level to the roof of both buildings, to provide a clear understanding of the building for the demolition contractor’s use. An ALTA property survey is to be provided to clearly understand the limits of the property and all elements that are relative to the property for use during the project and for post deconstruction development. Copies of the survey will be submitted to the Office of Facilities Management for review and approval. 2. Hazardous Materials. Acknowledge and identify all hazardous materials to be removed. Respondent will engage a qualified and licensed environmental company regularly engaged in the identification and verification of all types of hazardous materials. A Hazardous Materials Building Survey report will be submitted to the Office of Facilities Management for review. Respondent will provide recommendations to Louisville Metro as to the best practices for removal of all identified and verified hazardous materials and this work will become part of the deconstruction work by the successful deconstruction contractor. The objective of the hazardous building material survey is to identify building materials that will require abatement, removal, or special handling, or have unique disposal requirements. If not addressed properly, these materials may expose workers to health hazards if disturbed during deconstruction activities. In addition, not addressing hazardous building materials properly may invoke fines, citations, penalties from regulatory agencies or litigation from those potentially exposed to hazardous conditions. 3. Cost opinion for complete deconstruction, hazardous material abatement and site restoration. The cost opinion shall be of the greatest detail for Louisville Metro to clearly understand the total cost implications. The consultant must engage the services a professional Cost Estimator for the Project. The selected consultant will coordinate with this entity throughout the entire design process. The consultant will make available all documents to the Cost Estimator to ensure an accurate cost for the project is provided and communicated to Louisville Metro. Cost opinions will be submitted at the following intervals during the preparation of the deconstruction design drawings: 30%, 50%, 95% and 100%. 4. Protection of contiguous public spaces and buildings. The CCC is located in proximity to a neighboring medical office building to the west, is fronted on the north by East Chestnut Street, on the east by an office building and to the south by Springer Alley. As such it is imperative that the Respondent provide details for the protection of these neighboring structures and their foundations. These extreme confines do not allow for a typical demolition process, as such this building will need to be deconstructed with care. The Respondent will recommend a sequencing plan to be used by the successful deconstruction contractor to safely and efficiently deconstruct the CCC. 5. Design for a complete site restoration. The respondent shall provide a design for the restoration of the site in coordination and consultation with Louisville Metro. This design shall be incorporated into the deconstruction drawings and shall be part of the overall project. At the writing of this RFP, the extent of the restoration is not known but will be defined in consultation with the successful respondent. 6. Drawings for the complete deconstruction of the building, including foundations and site restoration. All drawings shall be approved by Louisville Metro and will be submitted for periodic reviews at 30% completion; 50% completion; 95% completion and 100% completion. All drawings shall be produced using the 2023 version of AutoCad and produced by AutoDesk. 7. Specifications for building deconstruction, hazardous material abatement and reconstruction of areas of existing buildings site restoration for bidding. Specifications must be AIA Masterspec documents.
