Specifications include, but are not limited to: The Louisville Metro Government desires to engage a qualified professional planning and design firm that has extensive experience in the planning, programming and design of public parks and public event-related spaces. The masterplan must include at a minimum the following components: • Overall assessment of the existing conditions including appearance, structural integrity/ capability, sub-drainage system, office building condition, restroom condition, elevator assessment, water proofing and fountains operation/sustainability. • Redevelopment of the overall use of the gathering spaces. • Engagement of all contiguous stakeholders, including The Galt House, American Life, The Kentucky Center for the Arts, The Ali Center and The Parking Authority of River City (PARC). Additionally, the Downtown Development Corporation and the Waterfront Development Corporation are to be included in all discussions and development of the Masterplan. • Access to the Belvedere / enhancement of entries from all points including the contiguous businesses, The Ali Center, and the Riverfront Garage. • Explore new concepts in design for uses proposed by the Stakeholders, the Mayor’s Office and needs of Louisville Metro. • Security of the Belvedere from access by unauthorized vehicles. • New lighting that will enhance the overall perspective of the entire Belvedere for nighttime use and public safety. • Redesign the overlook surface. • Create gathering areas that are inclusive to all potential users of the Belvedere. • Public restroom access with emphasis on public safety. • Development of water features/sustainability or elimination of current water features. • Appropriate wayfinding. • Consideration of the exiting statues, and their respective placement on the Belvedere. • Appropriate landscaping with integral irrigation that is appropriate for public spaces including trees that provide effective shade and are easily maintained. • Seating for users of the Belvedere. B. The consultant will provide an adequate number of design charrettes along with regularly scheduled meetings with the Stakeholders to discuss and develop the program for the overall Masterplan. C. The successful Respondent will be required to set up all meeting dates and times, prepare agendas for all meetings, record all discussions of meetings, prepare minutes of all meetings, and send to all participants and stakeholders within 2 days of each meeting.
