Specifications include, but are not limited to: 1. This Project will consist of the expansion of the existing compost area, expansion of existing retention pond, regrading of the entire site, and installation of concrete bin-blocks for material processing. Details are as follows: i. Approximately 40,000 square feet of new, 60 mil High Density Polyethylene (“HDPE”) liner shall be installed along the western edge of the existing liner. Contractor shall install new liner and join with existing liner per plans and specifications. Installation of 12” of soil wear surface above the new liner. ii. A new, concrete bin-block barrier totaling ~565 feet along the north and west perimeter of the new lined site. North section will be two (2) blocks high, against dirt embankment. South section will be one (1) block high reinforced with compacted soil on backside. iii. Place, grade and compact earthen materials over existing lined compost area per plans and specifications. Soil wear surface above the existing liner will be built up to a minimum of 12” soil wear surface. iv. Expand the existing drainage detention pond to the southwest, install new 60 mil HDPE liner with 12” soil wear surface on top of the liner, grade pond at a 3:1 side slope. v. Grading the north edge of the compost site to a 2:1 slope above the two stacked bin blocks. Buried debris and concrete may be encountered and shall be removed and disposed of by Contractor. An allowance will be established for this undefined work. vi. A 570-foot swale shall be constructed along the northern edge of the site. Swale shall divert runoff around the composting operation per the plans and specifications. vii. The perimeter road around the south end of the detention pond shall be raised approximately 9” and sloped to drain into the detention pond. viii. Construct a 6” reinforced concrete run-down slab with compacted asphalt milling transition surface on the western edge of the expanded pond to prevent scouring from runoff. ix. Remove and replace perimeter fence where in conflict with grading. Contractor can reuse existing fence and posts if not damaged, otherwise provide new materials. x. Final clean-up, revegetation and site restoration per the plans and specifications. xi. Remove and dispose of excess finished compost and wood chips in conflict with the new construction.
