Specifications include, but are not limited to: A. Project Management, Organizational and Personnel Capacity The Contractor shall: 1. Assign project manager and data manager with at least three (3) years of experience conducting BRFSS, survey research and project management. 2. Ensure the project and data managers, or their designees, are available to respond to KDPH communications during the agency business hours. 3. Maintain trained Spanish-speaking interviewers. Ensure adequate number of bi-lingual interviewers fluent in Spanish so respondents preferring to conduct the interview in Spanish may do so, avoiding any systemic bias that could be introduced in the event of limited shift hours of Spanish-speaking interviewers. 4. Utilize reporting and project tracking systems that will capture desired information on assigned accounts, updated and reported as required or requested by CDC or KDPH program. 5. Host annual site visits of Kentucky State call-center with KDPH team. 6. Provide additional refusal conversion training to a team of experienced interviewers and supervisors who will work to convert soft refusals to completed interviewers. (NOTE: No attempts shall be made to convert hard refusals.) 7. Attend CDC annual meeting 8. All supervisor staff shall have training materials available, based on CDC materials, for use with interviewers when reinforcing techniques and procedures. 9. Acknowledge communications and the receipt of the request for the survey services within one (1) business day. Delivery method of acknowledgement shall be discussed and agreed upon with the requesting purchaser, and could be, but not restricted to, performed via email, phone, or other means. 10. Maintain enough interview stations equipped with Computer Assisted Telephone Interviewing (CATI) to meet all the requirements of the KyBRFS. Ensure that interviewers perform their work at the Contractor’s site of business for the duration of this contract (due to current pandemic, this requirement may be modified, through mutual agreement between KDPH and Contractor). 11. Ensure a trained supervisor, familiar with the KyBRFS survey, is on duty and available to interviewers during all times of data collection. 12. Schedule and conduct weekly call to discuss project performance and timeline, respond to questions/concerns, and other updates relevant to the timely implementation of project tasks. B. Staff Training/Professional Standards The Contractor shall: 1. Ensure all interviewers are proficient in general survey techniques, CATI protocols and have 80 hours or more CATI telephone interviewing experience while in the employ of the Contractor prior to being assigned to the BRFSS project. 2. Conduct BRFSS-specific training prior to beginning data collection of a new annual survey. a). All interviewers, supervisory, programming, data management, and other project staff must be trained on BRFSS protocols and methods as defined in the CDC Data Collectors Guide. b). Training shall include annual orientation on the new questionnaire (January) and at least one mid-year review and enhancement training with BRFSS team and other survey partners as attendees/participants. c). All interviewers, supervisors and quality assurance staff must be trained on administration of the KY version of the BRFSS survey. d). Prior to interviewer certification, supervisors shall monitor practice interviews using the Contractor’s monitoring system and provide feedback to each of the monitored interviewers. e). Training, practice, and certification must be provided to new interviewers recruited after the survey is fielded, and reinforcement or refresher training activities shall be provided periodically to all BRFSS interviewers.
