Specifications include, but are not limited to: The selected QEP Consultants will perform tasks related to remediation of Regulated Asbestos Containing Materials (RACM), hazardous substances at the 1000 Block of South 4th Street in Clinton. This will include all forms and documents required by EPA as well as all data entry needed in the ACRES system. Assist with and ensure compliance with all terms and conditions of cooperative agreement between city of Clinton and EPA for the EPA Brownfields Cleanup Grant and with ECIA for the ECIA Brownfields RLF Loan. Task 1 Cooperative Agreement Oversight • Administration of EPA Brownfields Cleanup grant & ECIA RLF Loan requirements • Attend kickoff meeting with State and EPA representatives. • Work with the City to draft site cleanup alternatives and remediation plans. • Incorporate green and sustainable remediation principles and techniques into the project. • Prepare Analysis of Brownfields Cleanup Alternatives (ABCA) and responses to Public Comment Task 2 Community Engagement • Attend periodic meetings with the City to discuss project issues and priorities. • Public Notice, Meetings and Comment Period Task 3 Cleanup Plan / RACM Demolition plan / QAPP • Prepare Remedial Design and Engineering Documents • Administrative Public Record
