Specifications include, but are not limited to: MIXED MUNICIPAL SOLID WASTE (MMSW) DISPOSAL The Contract Vendor shall dispose of MMSW in accordance with the Waste Management Act and County Master Plans. See Minn. Stat. § 115A.46, Minn. Stat. § 115A.471, Minn. Stat. § 473.803, Minn. Stat. § 473.848, and Minn. Stat. § 473.149. MMSW PROCESSING (WASTE-TO-ENERGY) Processing of MMSW is mandatory in certain counties in Minnesota. Minnesota Statute 473.848 – Restriction on Disposal prohibits the disposal of unprocessed MMSW generated in the Seven (7) County Metro area if processing capacity is available. All Contract Vendors servicing customers located within the 7-county metro area MUST have an executed all waste delivery contract covering the period of the proposed contract ensuring all MMSW collected from the Customer is delivered to a processing facility. In addition, the following counties also require all MMSW generated by public entities be processed at a county approved transfer station and/or processing facility for disposal: Houston, Wabasha, Goodhue, Martin, Faribault, Blue Earth, Nicollet, Le Sueur, Sibley, Sherburne, Benton, Stearns, Pope, Douglas, Wadena, Todd, Ottertail, Becker, Clay, Polk,Mahnomen, Clearwater, Norman, Beltrami, Hubbard, Olmsted, and Dodge. A Contract Vendor servicing the above counties must deliver all MMSW generated in the county to a processing facility.
