Specifications include, but are not limited to: Benefits Strategy and Planning Conduct discovery of current benefits, highlighting areas of concern and establish goals and priorities with stakeholders. Plan and provide benchmarking and survey information used to determine plan competition and strategies. Execute an initial review and report of current employee benefit programs for effectiveness, plan design, competitiveness, etc. Present recommendations regarding the revision of benefit levels, premiums, communications, and quality of existing employee benefit plans with a year-over-year annual review. Conduct strategic planning meetings which outline how data and benchmarking surveys can direct changes to strategy design aligned with achieving goals and objectives. Evaluate plan design considering industry trends and labor market conditions, claims cost trends, alternative delivery systems and legal requirements. Evaluate eligibility, cost‐sharing and benefit structure and network savings. Create benefit comparisons and other tools to support our labor strategy for unions and non-union. (USNH has up to 14 unions.) Propose innovative ideas and products, programs, and services to ensure a competitive, valued, and cost-effective benefits program. Development of RFPs/Contract Reviews Aid in development of request for proposal documents for third party administrators and other HR services. Facilitate Evaluation of proposals, recommendation of finalists Develop and negotiate associated contracts. Implementation support Plan Administration and Vendor Management Provide timely customer service and assistance with escalated issues involving billing, claims, vendor service issues, advocacy for services, disputes. Conduct benefit audits as needed. Represent organization in all negotiations with providers, comprising but not limited to, benefit levels and plan design, premiums, contractual terms and conditions, quality of service, problem resolution, performance measures and guarantees, and return on investment, where applicable Advocate for USNH in vendor relationships, review and provide counsel on master contracts, evaluate vendor service levels and compare to performance guarantees, resolve administrative problems and organize meetings as necessary. Communications Plan Create presentations for use with HREC, Presidents Council, Labor, etc. Partner with HR Communications Manager to develop and design HR Bulletins, podcasts and other innovative communication methods. Develop layouts and editorial for Open Enrollment mailings and assist with creation of benefit presentations. Develop layouts and editorial for Total Comp Statements and assist with data analysis, mail merge and mailing processes. Generate and/or support the creation of additional, Ad Hoc Employee Notifications, as needed. Compliance Policy and procedure development Provide guidance related to compliance with ACA, HIPAA, Affirmative Action, IRS, Multi-state Employment and Family Leave laws, etc. Provide fee analysis for PCORI, Transitional Reinsurance, etc. Update USNH HR team on emerging state and national laws and regulations. Provide reminders on annual reporting requirements, related to benefit plan admistration. Data, Financial Analysis, Reporting and Budget Provide Data Warehousing that can collect and report on claims data from our healthcare vendors, while meeting the security requirements of USNH. (May be outsourced, but vendor must present information of who, what, where and cost) Benefit cost tracking (including claims tracking) Provide analysis and recommendations based on usage and performance reports, statistical and/or financial reports, and plan-specific data. Assist in forecasting and supporting benefits budget to include building a method of projections and calculations in collaboration with USNH Finance Team. Developing an Annual Benefits Report.
